"Strange Actors" are humans who have been kidnapped and outfitted with neural sleeves that turn them into marionettes, remotely driven by their masters. Once Carlos discovers that the assassin was a strange actor, he plunges deeper into a worldwide search for the true enemy, which may include runaway AIs ("sophonts"), transgenic post-Humans and security forces and terrorists from Korea to the Kingdom of Judah.
